The Committee find that there was an understanding with the Owners of these shops that the premises would be returned to them in their former condition whenever the Government ceased to require them. As the Surveyor General has reported that these premises are no longer required by the Government, and as he considers the sum to be reasonable, they recommend that the vote should be approved.

Observatory.

Read a Minute by His Excellency the Governor recommending a vote for $200 for the erection of a suitable house on piles for the proper working of the Automatic Tide-gauge recently received from England.

The Committee find that it is absolutely necessary for the proper working of the Tide- gauge to have a house of the description mentioned, and they recommend that the vote be approved.

Miscellaneous Services.

Read a Minute by His Excellency the Governor recommending a vote of $18,570 for surface scavenging the City of Victoria, and the Villages for 12 months.

The Committee find that against this expenditure there is a revenue of $18.600 from the Contractor for the privilege of removing night soil from the City of Victoria, during a period of 12 months, from January 1st, 1885. They recommend that the vote be approved.

Lands and Houses Purchased.

Read a Minute by His Excellency the Governor recommending a re-vote of $7,225 for the resumption of a portion of Inland Lot 418 at Lápsápwán.

The Committee find that this amount, although voted on the 8th of May, 1884, was not expended in consequence of the falling off in the revenue. The Committee recommend that the sum be re-voted. that

The Minutes of the last Meeting, held on the 7th ultimo, are read and confirmed.

ESTABLISHMENTS.

Cadets.

(1.) Read a Minute by His Excellency the Governor recommending a vote of £100 @ 3/8 =$545.45, as an honorarium, sanctioned by the Secretary of States for the Colonies, to Mr. HILLIER, Acting Chinese Secretary at the British Legation, for superintending the Chinese studies of two Cadets in Peking.

The Committee consider the sum reasonable, and recommend that the amount be voted.

Judicial.

(2.) Read a Minute by His Excellency the Governor, recommending a vote of $80, being increase to the salary of the Chinese Clerk and Shroff of the Supreme Court, from $40 to $50 per month, from 1st April to 30th November, 1885.

The Committee find that the large amount of security required of this Officer, $2,500, would necessitate his paying a large premium to a Guarantee Company in the event of his inability to give security otherwise. They therefore consider the increase reasonable, and recommend that the amount be voted.

(3.) Read a Minute by His Excellency the Governor, recommending a vote of $81.28, being arrears of pay for 1884 due to Inspector LINDSAY, who has just returned from leave and has accepted the increase of pay under the new Regulations as to term of service for pension and remittances to England.

The Committee find the amount to be in accordance with the Regulations, and recommend

that the sum be voted.
